Can international students apply to be classified as North Carolina residents for tuition purposes?

Certain visas and other immigration documents allow you to establish a domicile in the United States and thus in North Carolina. It depends on the type of immigration documents you hold, as well as the actions you have taken toward establishing North Carolina residency.

Even if your visa permits you to establish residence, RDS will not automatically grant you in-state tuition status; rather it permits RDS to assess your actions establishing North Carolina as your permanent domicile. The RDS online interview walks you through whether you qualify or not.

International students who believe they meet the criteria for the North Carolina resident tuition rate must apply through the Residency Determination Service (RDS) system: https://www.ncresidency.org/. Learn more about North Carolina residency for tuition purposes at go.ncsu.edu/ncres.
